问题产生的原因 

From the macro point of view, quite a few people tend to concentrate more time and energy on the pursuit of economic benefits and satisfaction of materials while overlook the significance of social morality.  

From the micro point of view, some worry that their morality, which can be best expressed through kindness and warm-hearted behaviors, may invite unnecessary trouble.  

问题的解决措施 

In the first place, a large-scale education campaign should be launched to inform the public of the significance of social morality  

In the second place, relevant laws and regulations should be made and implemented to protect the benefits of those who provide help.  

Only in this way can we be sure that, on the one hand, those who are in need can receive timely aid and, on the other hand, warm-hearted people never suffer from loss.
